I am really surprised that the international community has not insisted on some over-control of this potentially global disaster.Why is that?

The other article on the Seals and Walrus's seems to focus on radiation in the air from the initial event. I believe this phenomenon would be what is responsible for the lesions on those poor animals. Like DB I am wondering why the international community is not exerting more pressure here? Is it futile? Are we doomed?
